In Chapter Two, why does "the King" give the American soldier fifteen dollars? What message does he include?

In Chapter Two, "the King" hands an American soldier named Tex $15.00, and he tells him to give it to Colonel Brant. He then says that Tex should tell the British officer not to be so late the next time Grey decides to search him.
