Why does the author quote extensively from the gospel of St. Luke?

The author quotes extensively from the Gospel of St. Luke to support his assertion that the Gospel was shaped to incorporate echoes of the miracle of the loaves and fishes, in which Jesus enabled a small amount of food to feed hundreds. It also established the leadership of St. Peter.
