Why is Bertie excited to see Florence in Chapter 2? What do Stilton and Florence each think of his moustache?

In Chapter 2, Bertie is excited to see Florence because he would like to get a woman's opinion about his new moustache. Hearing this, Stilton replies that Bertie's moustache is ghastly. When Florence arrives, she highly praises Bertie's moustache much to Stilton's disapproval.
