The person who sends the quiver and knife to Ishi is apparently familiar with his story. This person has acquired the quiver and knife, but knows that the rightful owner is still alive and knows where the owner lives. Whoever returns Ishi belongings is aware that these are important items to a Yahi hunter and his guilt has led him to return the items.
