Why do people say that Older Brother should have helped Sifu more in the book, Interior Chinatown?

People say that Older Brother should have helped Sifu more because Older Brother is in the best financial position to do so--most of the residents of Chinatown are poor. And Older Brother was once Sifu's protégé; in a very real sense he owes his success to Sifu.
