Why does Joelle wear the veil?

Joelle claims to wear the veil over her face because she is deformed. She sees the veil as a way to hide openly. She can still live a public life. Joelle does not want to shut down and live insider her home, hiding all the time. She wants to live a life as normal as she can get.
