What is the big mistake Mac claims that the vigilantes made in Chapter 9

The vigilantes shot while the steam whistle was going so as to cover it up. By doing this, no one had time to be scared. Mac also thinks the vigilantes made a big mistake in shooting Joy and not someone else because Joy was such a strong member for the cause.
