Who is James Doughty from Hornblower and the Hotspur and what is their importance?

Pellew assigns James Doughty to serve as Hornblower's steward after Grime's suicide. Hornblower is at first upset by Pellew's interference. He later finds that he owes the man a debt of gratitude, as Doughty is exemplary in the position.
