Who is Joe Clarke from the short-story, The Bone of Contention?

Joe Clarke is the founder and mayor of Eatonville and the store owner, where men hold social gatherings and everyone got their mail. Joe is cunning and notices when Rev. Simms presses him for the sake of proving him wrong. He argues with him about the best way to handle criminals, which Joe Clarke insists is banishment.
