Joe Clarke is the founder and mayor of Eatonville and the store owner, where men hold social gatherings and everyone got their mail. Joe is cunning and notices when Rev. Simms presses him for the sake of proving him wrong. He argues with him about the best way to handle criminals, which Joe Clarke insists is banishment. When Dave Carter approaches him, Joe finds it the perfect opportunity to flaunt his power and achieve his goal. Joe allows the town to distract themselves with the division between Methodist and Baptist community members as he presides as judge. Then, just when the trial has a reaches a point suitable to him, Joe ends the trial with his sentence of banishment for three years. Ultimately, Joe held the power in his hands the whole time.
