Who is Jafa Muzzafar from Heretics of Dune and what is their importance?

Jafa Muzzafar is the tall, ruddy-faced Regional Commander for the Forces of Dur and titular Field Marshal, Muzzafar awaits Bashar Miles Teg in Ysai after Teg escapes from Honored Matres torture. He assures Teg that nothing that has befallen him is Muzzafar's fault. He talks about his beloved "frame bush" at home, orders a medical checkup and massive meal for Teg, who Muzzafar watches in amazement at the quantity that Teg eats.
