Who is Shvonder from Heart of a Dog and what is their importance?

Shvonder acts as the head of the house committee for Philippovich's apartment building and is a supporter of the new Soviet order. He teaches Sharikov about Marxism and tries to help him, going so far as to arrange his job as director of the purge section, where his main function is killing the stray cats of Moscow.
