How does the author use foreshadowing in Harlot's Ghost?

In the section titled, Omega VII, the ambiguity that surrounds Hugh's death foreshadows many of the early stories that Harry will tell about the man. Hugh is a mysterious presence in Harry's life, and he plays a number of different roles at the Agency. The fact that his death cannot be confirmed is the perfect example of this.
