Who is Chief Mendez from The Fall of Reach and what is their importance?

Chief Mendez is in charge of training the Spartans. He is known for sending the Spartans on training missions that have a twist or trick to them. When the Spartans are sent on their first real mission, he is subsequently relieved of his duties and sent to train the new set of Spartans.
