Why is the king's cousin, who befriends Gulliver, considered an outcast and do you think that it is fair? Why or why not?

Gulliver makes friends with one of the king's cousins, who is found ignorant because he has no ear for music or skills at math. Since skills and knowledge of music and math are the only things the Laputians seem to care about, anyone lacking those skills is considered an outcast. The treatment doesn't seem fair, since the cousin may very well have other things to offer the people of Laputa, if they stopped to care. Since most of the Laputians don't seem to care about Gulliver either, the two become friends.
