Why does the secretary tell Gulliver that the Lilliputians and the people of Blefuscu are at war?

The secretary explains that the reason why they are at war with the Blefuscians is over religion. The secretary also explains that religious disagreements have led to many other wars between the two. The secretary says that those who did not agree with the Lilliputian religious beliefs were banished to Blefuscu and the two lands have been divided on the subject of religion ever since.
