What are the ways in which Gulliver defines the relationship between Lilliput and Blefuscu?

Gulliver remarks that these two countries differ as much as Europe and each has a different language. However, because of trade and the idea that people of both countries send their young to the other to be more worldly, most people can speak both languages. So, although they are often at war, the two countries are not entirely separated.
