In what ways do Gulliver and the king disagree about the concept of war in Part 2, Chapter 7?

Gulliver makes it clear that he believes that this king is naive at least. Gulliver cannot understand that a king can go all this time without war or some way of defending himself. The king, on the other hand, thinks that it is better to avoid conflict, yet he has an army, which confuses Gulliver.
