How does the king of the floating island rule the people on the island below?

The king can raise and lower the island at will, so he can block the sun or the rain out. He could also have the people below pelted with rocks. As a last resort, he could even lower the flying island and crush the islanders below if they were to rebel too much. This makes the people seem, to the reader, like slaves under the king's rule.
