Most children are raised by nurseries that take the children until they turn 20. The children are educated and trained depending on the rank of their birth. The lower classes of people are the only ones who actually raise their children, because a use has not been seen for educating children who will not need it, which implies that the lower classes are uneducated and uninformed, giving more power to the elite classes.
