How does Gulliver describe the emperor's attitude during Gulliver's capture?

Gulliver describes how the emperor decided on diplomacy instead of violence in the beginning. Gulliver is impressed by that, but also makes the point that it was the wisest thing to do. If the king had ordered Gulliver killed, then he risked angering Gulliver and they were no match for him, after all.
