Explain how it is decided whether Gulliver will be killed or not.

When some commoners shoot arrows at Gulliver, they are punished by being pushed into his range. Although Gulliver could easily kill them, he doesn't. When the guards report Gulliver's actions, everyone decides that he should not be killed since he did not act threatening.
