The secretary explains to Gulliver that there are two factions in Lilliput, the low heels and the high heels. He goes on to explain that, amidst the inner fighting between the Lilliputians, they are facing a threat from the island of Blefuscu. So, the Lilliputians view Gulliver as a valuable ally and a good tool to either defend them from or attack the people of Blefuscu.
