Why do the vampires poison the wine at the masquerade ball?

The wine at the ball is poisoned with vampire venom because if Bianca poisoned only Harry's food or drink, it would be a violation of the rules of hospitality, and start a war with the White Council. However, if the entire wine supply is drugged, then that is proof that she was not targeting Harry specifically.
