Veracruz is a representation of humanity coming together, while simultaneously isolating those that they do not agree with. During the Carnival, everyone enjoys a lavish party. Gender, race, and even wealth are not considered during the festivities. However, the narrator highlights that racism never truly goes away. When the festivities are done, the city is left divided. Minorities are frowned upon. The poor are forced back into their lives, and the wealthy continue to live on with the money earned from the carnival. Veracruz shows how terrible this divide can get in every city if citizens are unwilling to look past their prejudice.
