Who is Chief George Trask from God Save the Child and what is their importance?

Chief of Police, George Trask, isn't a fan of Spenser's. He warns him to reveal his discoveries as he gets them, and is upset by the Bartletts' decision to hire an investigator in the first place. In the end, we learn that Trask is involved in the criminal case and doesn't want Spenser investigating.
