Who is Hwi Noree from God Emperor of Dune and what is their importance?

Hwi Noree is the successor to Iyo Kobat as Ambassador of Ix to the Court of the God Emperor Leto II, Noree tells the Inquisitors of Ix before her appointment of her dissatisfaction with formal analyses of Leto's motives in accepting his "hideous transformation" and loss of humanity in exchange for longevity. Leto's prescience before the sacrifice must mean he sees something that it can prevent. Noree is confirmed in office and arrives during the decennial Festival. Noree resembles her Uncle physically but moves with gravity, calmness, and inner peace. Noree knows little about her origins other than she is an orphan.
