How does Andy describe Palm Springs in Chapter Two?

Andy describes Palm Springs as "a small town where old people are trying to buy back their youth and a few rungs on the social ladder." He continues to say that there is no weather in Palm Springs, and "also no middle class, and in that sense the place is Medieval."
