Who is The Oligarch?

The Oligarch is mysterious and unnamed, wealthy and reclusive. She is the target of curiosity, assaults, and a degree of abuse by Chula, her sister, and their friends, who resent the apparent privilege she has. At one point, when Chula seeks her comfort, The Oligarch provides unexpected support and compassion.
