Who is Ranger and what does he need from Stephanie in the novel, Four to Score?

Ranger is a Cuban American ex-member of the Special Forces and Vinnie's top bounty hunter. Ranger needed Stephanie to be a decoy and draw his FTA out of a building so he could nab him, as he would normally be surrounded by his family, and his family was mob.
