Who is Weinis from Foundation and what is their importance?

Weinis is portrayed as a hot-headed, impetuous man, who never takes the time to think through his plans. He uses a nuclear ship in his attempt to rid the planet of the Foundation, and as a result faces the prospect of being imprisoned for treason. Rather than face a trial, Weinis chooses to end his own life.
