Who is Stettin Palver from Forward the Foundation and what is their importance?

Stettin Palveris one of a trio of young men whom Hari Seldon overhears discussing the fate of the Galaxy in the Galactic Library, Palver is the grandson of the renowned Joramis, now deceased, Hari's friend who he once tries to recruit for the Psychohistory Project. Before learning their names, Hari nicknames them Hook Nose, Baldy, and Red Cheeks. Red Cheeks (Palver) foresees endless warfare as in the time of the Kingdom of Trantor and notes that this is no ordinary crisis, because the Inner Worlds are so impoverished that they will fall of their own weight, with the government not seeing that the end has come. He mentions Hari's theory to his colleagues before Hari, impressed with his position, invites him to meet. Palver studies history at Langano University but returns to a manual labor job on Trantor.
