Who is Emperor Cleon I from Forward the Foundation and what is their importance?

Cleon I is the last emperor of the Entun dynasty, and the same age as Hari Seldon. He seems to have little interest in his government and places much of the decision making on his First Minister, Eto Demerzel. After Cleon's death, the government was run by a military junta until Cleon's nephew assumed the throne.
