Who is Dr. Tamwile Elar from Forward the Foundation and what is their importance?

Dr. Tamwile Elar is a tall, brilliant, long-haired, self-assured 36-year-old Senior Mathematician, recruited four years ago from West Mandanov University by Yugo Amaryl for the Psychohistory Project, Elar contributes so-called "achaotic equations" (pg. 244) to the Prime Radiant. Elar has an annoying laugh that gets on Yugo's nerves. With help from Dr. Cinda Monay Elar develops the Electro-Clarifier that squeezes material into the lines and curves of the future. Elar is a possible successor to Hari and Yugo, although Hari feels humiliated to have been upstaged over the achaotic equations, even though they grow out of Hari's body of work. Hari dislikes being called Maestro, as Elar insists.
