Who is Civ Novker from Forward the Foundation and what is their importance?

Civ Novker is Hari Seldon's lawyer, who twice represents him on trumped up assault and battery charges against a mugger. Novker gives long, passionate speeches. In the first case, Novker claims that waiving a jury trial is foolish and threatens to withdraw, but gives in to mental pressure from Hari's psychic granddaughter, Wanda, and the case is dismissed. The second one is more difficult but also ends in acquittal.
