What does Hari admit to Dors about Raych's mission in Part 1 of the novel, Forward the Foundation?

Hari is loath to reveal the reasons for Raych's mission, but eventually declares that it is an intuition-based gamble that he has taken because no one else has any ideas. He expects of Raych nothing less than the salvation of the Galaxy, the means going largely unstated.
