What does Second Civil War represent?

The Second Civil war symbolizes the breakdown of democracy and civil liberties. As the novel progresses, it becomes increasingly apparent that an event called the Second Civil War was defined by a clash between totalitarianism and democratic forces. The totalitarians apparently won and established the dystopia in which the novel takes place.
