Who is Deputy Galt from First Blood and what is their importance?

Deputy Galt is cleaning out the jail cells when Teasle brings Rambo down to serve his thirty-five day sentence. He is a younger man, who tends to be somewhat forgetful. Sadly, his forgetfulness include leaving cell doors open. Galt is the first casualty in the war between Teasle and Rambo.
