What is the purpose of the ChronoGuard in the novel, First Among Sequels?

Also known as Special Operations-12, ChronoGuard is a regulatory government department that tries to keep the Standard History Eventline (SHE) pure. They control time, and try to maintain stability in the present by making sure the past and the future are in line with the SHE.
