Who is Dr. Jose Garcia from First, Do No Harm and what is their importance?

Dr. Jose Garcia is Landon's doctor who strongly opposes not giving Landon the surgery he needs. At one point, he tries to prevent Kenny and Claire from letting Landon die and ultimately steps down from taking care of Landon because he believes he is too emotionally involved.
