What do you think happened in 'Nudging'? Was Titus dreaming, or were the police or the hacker group sifting through his feed?

In 'Nudging', it is clear someone is poking around Titus' feed. Although they claim to be police, it is clear Titus believes them to be the Coalition of Pity, or the group who originally hacked his brain at the club on the moon. While it is unclear who the perpetrator is, it is clear that his brain has been examined by someone from outside.
