The newly freed concentration camp prisoners literally symbolize the upending of the power structure. The narrator thinks the prisoners would take advantage of the Germans' weakened state and steal the clothes and the food that they themselves had just stolen from a deserted convoy. The freed prisoners, whom the Reich had "declared animals," however, act with humanity.
