Who is Lamar and what was his situation when the author introduces him in Chapter 1?

Lamar is a double-amputee who lived in one of Sherrena's properties in the North Side. He lived with his teenage sons and played regular games of Spades at his home. He was facing eviction due to back-rent when the author introduces him.
