Who are the "Little Sisters" in the story, The Little Sisters of Eluria?

In the story, Roland is cared for by the Little Sisters after he has been attacked by green men, who have invaded a village. Roland soon learns that these women are not who they appear to be. Instead of being sisters of mercy, they nurse their patients back to health intending to kill them and suck their blood.
