Why has Enrique not traveled in the company of gangsters on his current trip in Chapter 3?

While Enrique often traveled with friendly gangsters on previous crossings for their protection, his last trip was violent. He chose not to travel with gangsters again after one gang attempted to throw a member of a rival from a train. He would not participate and thus lost their protection.
