Who convinces Elijah to sneak out and go to the carnival? For what reasons?

The preacher convinces Elijah to sneak out and go to the carnival. The preacher does this because he says that Elijah must represent Buxton, to help the community, but the reader soon discovers that the preacher has more nefarious reasons.
