Who is Joe Delvecchio from Election: A Novel and what is their importance?

Joe Delvecchio is a former police officer who retired because of a back injury, and who now works as the head of maintenance at Winwood High School. He is also a landlord, and rents an apartment below the normal rate to the Flicks because their families are friends, and because he knows they don't have an easy life.
