Who is Berem from Dragons of Spring Dawning and what is their importance?

Berem, the Green Gemstone Man, is on the run from the Queen of Darkness because he stole her green gem. When he accidently killed his sister, Krynn, her blood was spilt on the Queen's temple, causing the stone to embed itself in his chest, which in turn, has given him super-human powers. Berem is immortal, Tanis has seen him die and then come back to life.
