Who is Hippolyte Lamartine from Don't Stop the Carnival and what is their importance?

Hippolyte is an eccentric and crazy, West Indian Frenchman. A former employee of the Gull Reef Club, Hippolyte was fired by Amy Ball. After losing his job, Hippolyte was put into a mental institution for chopping off a policeman's head with a machete. He returned to Amerigo after his release, or possibly his escape from the institution.... no one knows for sure. He is eventually rehired, refired, and once again caught with machete in hand.
