What is the narrator point of view in the novel, Doctor Who - the Art of Destruction?

While the point-of-view in this book is consistently third-person subjective, the viewpoint shifts from person to person. At one point in the story, the reader might be seeing a scene from The Doctor's perspective, and two paragraphs later, they will be reading from Rose's perspective.
