Who is Tommy Williams from Different Seasons and what is their importance?

A prisoner at Shawshank, Tommy Williams is the one person who knows who murdered Dufresne's wife and lover. The real killer, Ed Blatch, once shared his cell. This knowledge, however, makes no difference, as Tommy is quickly transferred out of Shawshank to other prison in order to keep him silent.
